Whelan Hands Himself in to Police after Ticket Touting Investigation

Ray Whelan, the company director of FIFA’s official ticket and hospitality partners MATCH, has handed himself in to a judge in Rio de Janeiro several days after being declared “a fugitive” by police investigating a ticket touting ring.

According to a Rio civil police statement, Whelan presented himself to the chief judge of Rio’s 6th criminal chamber, Rosita Maria de Oliveira Netto after which he was re-arrested by police.

Whelan was accompanied by his lawyer, Fernando Fernandes, and told police he had been preparing documents for his defence, according to Brazilian media.

Whelan disappeared from his hotel on Thursday via a service entrance minutes before police investigating illegal World Cup ticket sales arrived to re-arrest him.

His company MATCH last week denied Whelan was “a fugitive” and said his arrest was illegal. The statement said: “MATCH remains absolutely confident that any charges raised against Ray will be rebutted.”

Police have received recordings of mobile phone conversations between Whelan and an Algerian, Lamine Fofana, who is alleged to be the leader of the ticket touting ring, negotiating the sale of hospitality packages for $25,000 each in cash, totalling $600,000.

MATCH admitted that offering the packages for cash was “highly unusual” but that it was “permitted under the various terms and conditions”.

World Squash Chief Ramachandran Set to be IOA President

World Squash Federation president Narayana Ramachandran is set to become the new president of the Indian Olympic Association as he is the only candidate running for the position.

Ramachandran’s nomination was announced by the IOA on its website Sunday ahead of the February 9 elections, after which India is likely to have its suspension revoked.

Hockey India vice-president Rajiv Mehta and All India Tennis Association president Anil Khanna are likely to be the new secretary-general and treasurer as they too are standing unopposed.

India was suspended by the International Olympic Committee in December 2012 for not holding elections according to its own constitution and for electing tainted officials.

Ramachandran is the younger brother of Narainswamy Srinivasan, who is the president of the Board of Control for Cricket in India.

Ramachandran has been the treasurer of the IOA from 2008 to 2012 and is said to be backed by controversial officials Abhay Chautala and Lalit Bhanot.

Chautala was elected president and Bhanot secretary-general during IOA elections in December 2012 which were not recognised by the IOC.

Both of them were ineligible to stand this time according to the latest IOA rules put in place under the supervision of the IOC.

Bhanot has been charged for graft during the organisation of the 2010 Commonwealth Games while Chautala has been charged in a recruitment scam not related to sport.

“All the candidates will be elected unanimously. Mr. N. Ramachandran will be the next IOA president, ” Bhanot said.

India Could Face IOC Suspension

India may be suspended by the International Olympic Committee (IOC) because of government interference in the forthcoming election of its national Olympic body, the Indian Olympic Association (IOA).

In a letter to the IOA, the IOC said it will propose the country’s suspension at its executive board meeting next week if the elections do adhere strictly to the Olympic Charter and the IOA constitution.

“It is hereby confirmed that a proposal for suspension of the IOA will be presented to the IOC Executive Board at its next meeting on 4-5 December 2012,” IOC director general Christophe de Kepper wrote in a letter to IOA acting chief V.K. Malhotra.

The IOA has been ordered by a Delhi court to hold the elections adhering to the government’s sports code, but the IOC wants the governing body to follow by the Olympic charter.

The IOC has blamed a lack of cooperation from the Indian government and the IOA for the current situation.

“The issues at hand have been discussed for more than two years and have unfortunately not been resolved adequately by the Government authorities and the IOA in spite of all the efforts made by the IOC,” the letter said.

“Consequently, the IOC and Olympic Council of Asia will not send delegates to India at this stage.”

The IOA will have to write to the IOC by Friday the elections, to be held on December 5, will be held without government interference.{jcomments on}

FIFA President Sepp Blatter Displeased by Brazil’s Preparations for 2014 World Cup

FIFA president Sepp Blatter has expressed his concern to President of Brazil Dilma Rousseff over the country’s preparations for the 2014 World Cup. 

Tensions have been building between football’s world governing body and the Brazilian Government and has finally come to a head.

President Dilma Rousseff has been quoted in the Brazilian press as having demanded a “frank conversation” with Blatter to discuss the issues.

FIFA has repeatedly warned the the Brazilian organisers about work delays.

It now seems those concerns, surrounding the building of new stadiums and infrastructure around the tournament, extend to FIFA’s legal demands on the host nation, with football’s world governing body expecting to take total control of all aspects of the event.

One sticking point is believed to be the issue of ticket prices.

In Brazil students and elderly citizens get a 50 per cent discount for football matches and other forms of entertainment, and the Government wants the policy to be extended to the World Cup in 2014.

Another issue is FIFA’s refusal to allow non-rights holders to show matches on television, with the Brazilians wanting local broadcasters to be given some limited access.

Negotiations between the National Basketball Association and its players union ended with no resolution and will continue today, both sides said after about two hours of talks.

The talks were held in a Manhattan hotel, New York where David Stern, NBA Commissioner, said: “We spent some quality time discussing concepts. Sometimes when you discuss concepts you want to go back and think about it.”

Owners of the league’s 30 teams and the union are negotiating how to split money from a league that had $4.3 billion in revenue last season. Stern says the teams collectively lost about $300 million. The NBA locked out its players when their labor contract expired July 1.

National Basketball Players Association President Derek Fisher refused to say whether any progress was made.

“We talked extensively in ideas and concepts,” Fisher said outside the hotel. “These are things that, if we can get into the range of, get into the zone of, than we can maybe put a deal together.”

The NBA on Sept. 23 postponed the start of training camps indefinitely and postponed 43 preseason games through Oct. 15, steering the situation towards a delay of the regular season scheduled for Nov. 1.
