Scottish Football League (SFL) clubs will not vote in favour of the current league reconstruction plans.
Twenty-nine of the 30 league clubs attended an informal vote on Thursday and the outcome was that the proposals would not reach the required 22 in favour, as 14 voted for, whilst 15 voted against.
First Division clubs then had their own separate meeting where they discussed applying for membership of the Scottish Premier League (SPL), with a view to joining by next season.
Second and Third Division clubs asked for £270,000 of additional revenue being passed down to the First Division from the top flights to be handed over to them.
A request for a change to the planned governance structure to take one vote away from second tier clubs and allow individual representation from both the Second and Third Division was also made.
These proposals were rejected by SPL clubs on Monday.
The formal vote takes place on June 10.
