I don't believe UEFA/FIFA will ban outright third party ownership. The issue was more of a UK concern following on from the Tevez debacle. FIFA Article 18 (bis) does ban third parties having influcence over clubs and it doesn't appear they will strengthen that provision.

The interesting consequence is that UEFA will be using the same FFP barometer to ascertain each clubs accounting submissions for FFP compliance but some non-PL clubs will simply have less transfer amortisation costs because they do not have to shell out the entire transfer fee before being able to complete a player's registration as (PL clubs have to). I believe it is not a UEFA/FIFA problem but more a domestic issue that the FA and PL may need to consider.

It is another test for Mr Platini however I am not confident that UEFA will be strong enough to do the right thing and ban third party ownership of players. It is a good point that you raise that this will make FFPRs a nonsense but then I have never been convinced by a rule that ensures that the big clubs stay big and the smaller clubs need to know their place.

UEFA never seem to have enforced their licencing process equally across the continent and lower standards often apply the further east you go eg. stadium requirements. Will the third party rule and FFPR be another example of clubs in different countries effectively working to different levels of governance? If everyone isn't seen to be treated equally, the rules will not be respected and not properly observed.
